Parole is a structured reintegration pathway that allows eligible offenders to serve the remainder of their sentence under community supervision, subject to conditions set by the Parole Board. The process balances public safety with rehabilitation and the opportunity for offenders to rebuild their lives responsibly.
The Parole Management System (PMS) digitizes the end-to-end parole workflow — from eligibility screening and assessment reports through commander verification, legal review, parole hearings, and grant or refusal orders. It provides role-based access for PNGCS, DJAG, and Parole Board staff at every stage of the process.
Parole administration in Papua New Guinea is a collaborative effort between correctional services and the justice sector. Both agencies work together through PMS to ensure every application is processed thoroughly and in accordance with the law.
PNGCS manages correctional institutions across Papua New Guinea, overseeing custody, welfare, and rehabilitation. Parole clerks screen eligibility, record detainee assessments, and the Jail Commander verifies the institutional package before a case proceeds to hearing.
DJAG provides legal oversight of the parole process, ensuring applications meet statutory requirements before they proceed to the Parole Board. DJAG parole clerks complete the pre-parole report, and the DJAG Secretary (Board Chairman) schedules hearings and issues the grant or refusal order.
From the moment an offender becomes eligible for parole, PNGCS and DJAG collaborate through a defined workflow — each agency contributing its expertise until the Parole Board records its votes and the Chairman issues Form 4 or Form 5.
Screen detainees (Form 1), complete the DDR section of Form 2, and obtain Jail Commander verification.
Review the application for compliance and complete the PPR section of Form 2.
The DJAG Secretary schedules the hearing. The panel records the live hearing on Form 3.
The Psychiatrist, PNGCS Commissioner, and DJAG Secretary (Chairman) each vote. The Chairman issues Form 4 (parole granted) or Form 5 (parole refused).
